The Embassy of Italy in Tel Aviv provides consular services according to principles of equality, impartiality, efficiency and transparency, having as its objective the protection of Italian citizens abroad, their fundamental rights and personal freedom. For the delivery of services in the Jerusalem area, please contact the Consulate General of Italy in Jerusalem.

The Consular Chancery of the Embassy of Italy is open to the public from Monday to Friday from 9.00 am to 12.00 pm. The provision of consular services is by appointment only. It is only possible to arrange an appointment on-line.

Consular fees applied to specific consular services in Euros are established by
Article 64 et seq (Italian only) of Legislative Decree February 3, 2011, n. 71 on " Ordinamento e funzioni degli uffici consolari, ai sensi dell'articolo 14, comma 18, della legge 28 novembre 2005, n. 246". Euro to ILS exchange rates are posted quarterly on the Embassy's Consular Board.

Registry of Italians Residing Abroad (A.I.R.E.) (Download PDF)

For general information please visit the relevant section of the website of the Ministry of Foreign Affairs (Italian only).

Registering. Article. 8 of Law no. 470/88 (Italian only) states that regardless of their Country of birth all Italian citizens who intend to reside in Israel for a period exceeding 12 months, are required to register with the Consular Chancery of the Embassy of Italy in Tel Aviv in the A.I.R.E. (Register of Italians Residing Abroad), within 90 days from the date of arrival. This provision also applies to Italian citizens who emigrated before 1988 (year of enactment of Law no. 470/88). A.I.R.E. registration is a necessary requirement for obtaining most services such as issuance of documents and certificates issued by the consular office (including passports). Failure to update the registration in A.I.R.E., in particular in case of change of address, makes it impossible to contact the Italian citizen thus preventing them, among other things, to participate in the electoral process. Italian citizens are thus required to promptly update their A.I.R.E. registration data, including the transfer of residence or domicile, household composition, marital status changes also in view of the transcription in Italy of acts registered abroad (marriage, birth, divorce, death, etc..), definitive return to Italy, loss of Italian citizenship. Please note that an updated A. I.R.E. registration simplifies and accelerate most consular services.

Procedure. A.I.R.E. registration is free. To register please:

- Arrange an
appointment with the Consular Chancery of the Embassy of Italy in Tel Aviv.
- Submit the following documents at the appointment:

1. Form completed in all its parts including data of the applicant and all members their household.
2. A valid passport of the applicant and of each member of their household along with copies of each clearly showing the holder picture, their signature and biographical data and the document's number. Please note: in case of passports including minor children, it is necessary to also include a copy of the page where the children appear.
3. Documentation proving residency in Israel, e.g. residence certificate "Tamzit Rishum Male", or utilities bills such as water, electricity, gas, or municipal taxes, with the applicant's name. If the applicant is an Italian citizen in Israel for study or work reasons, the Israeli entry visa is accepted as proof of residence.

Updating data. To update the registration to A.I.R.E., please follow the same steps for initial registration. However, this form can be used to register a change of address.

Passports and temporary travel documents (Download PDF)

For general information on passports and temporary travel documents please visit the respective sections of the website of the Ministry of Foreign Affairs (Italian only).

Requirements.

- The civil registry position of the resident applicant and their children must be previously updated.
- In the presence of underage children, for the issuance of the passport of a parent consent of the other parent is required. Consent can be given by
appointment at the Consular Chancery using the appropriate form.
- For issuing a passport to a minor consent is required from both parents. Consent can be expressed on the passport application form (see Procedure). If both parents are Italian the
consent can also be submitted by mail along with a signed copy of a valid Italian identity document. Children from the age of 12 are required to appear in person for registering their biometric data.
- In case of loss or theft of passport, it is necessary to file a complaint with the local police and submit it to the Consular Chancery along with the specific form completed in all its parts.

Procedure. The application procedure differs depending on the registration of applicants in the Registry of Italian Citizens Abroad (A.I.R.E.).

A. Residing Italian citizens

- Arrange an
appointment with the Consular Chancery of the Embassy of Italy in Tel Aviv.
- Submit the following documents at the appointment:

1. Original of the passport application form (for adults / for minors) duly filled-in and signed.
2. The old passport. Please note, in case of loss or theft of passport, it is necessary to file a complaint with the local police and submit it to the Consular Chancery along with the specific form completed in all its parts.
3. Two recent, identical passport-size color photographs (35 x 40 mm) on white background (rules for photographs).
4. Cash in ILS for the payment of
consular fees.

- If all checks are positive, the new passport will be issued on the spot.

A. Non residing Italian citizens

- Fill in the passport application form (for adults / for minors) and send it to the Consular Chancellery fax (03 650 5161) or e-mail (
consolato.telaviv@esteri.it), along with a copy of a valid identity document.
- The Embassy will contact the applicant once clearance to issue the passport has been received from the competent authorities. The applicant must then arrange an
appointment with the Consular Chancery of the Embassy of Italy in Tel Aviv.
- Submit the following documents at the appointment:

1. Original of the above mentioned application form (for adults / for minors) duly filled-in and signed.
2. The old passport. Please note, in case of loss or theft of passport, it is necessary to file a complaint with the local police and submit it to the Consular Chancery along with the specific form completed in all its parts.
3. Two recent, identical passport-size color photographs (35 x 40 mm) on white background (rules for photographs).
4. Cash in ILS for the payment of
consular fees.

Emergencies. In the event of theft or loss of passport and under conditions of proven emergency or necessity, the Embassy of Italy in Tel Aviv might issue a
temporary travel document (ETD Emergency Travel Document) valid for Italy and other countries of transit to the final destination (link in Italian only).

Civil Registry (Download PDF)

The Civil Registry includes all variations in Italian citizens' civil status. Civil status refers to that set of facts or events, which affect the lives of citizens, such as birth, marriage, death, and divorce. Italian citizens are required to register all changes in their civil status (producing the relevant documents or other documentation) occurring during their stay in Israel with the consular office competent for the area where the event occurred.

Procedure. To request the free registration in the Civil Registry of specific variations of their civil status, Italian citizens are requested to:

- Fill out an application form choosing among the following:

a) Registration of a birth certificate.
b) Registration of a marriage certificate.
c) Registration of a death certificate.
d) Transmission of divorce sentence through affidavit "Dichiarazione sostitutiva di atto notorio".

- Arrange an appointment with the Consular Chancery of the Embassy of Italy in Tel Aviv.
- Submit the following documents at the appointment:

1. The above mentioned form duly filled-in and signed.
2. For Italian citizens not registered in the Registry of Italians Residing Abroad (A.I.R.E.): Italian passport or a valid Italian identity card.
3. Documentation:

a) For the registration of a birth certificate: original of birth certificate with the apostille of the Israeli Ministry of Foreign Affairs and translation by a translator known to the Embassy. Please note the birth certificate must contain the maiden surname of the mother.
b) For the registration of a marriage certificate: original of marriage certificate legalized by the Ministry of Religious Affairs, with the apostille of the Israeli Ministry of Foreign Affairs and translation by a translator known to the Embassy.
c) For the registration of a death certificate: death certificate with the apostille of the Israeli Ministry of Foreign Affairs and translation by a translator known to the Embassy.
d) To request the transmission of a divorce sentence through affidavit "Dichiarazione sostitutiva di atto notorio":


1) Divorce certificate issued by the local Rabbinate (in case of Jewish persuasion) or by the Sharia Court (Muslim persuasion) legalized by the Ministry of Religious Affairs, with the apostille of the Israeli Ministry of Foreign Affairs and translation by a notary known to the Embassy.
2) Protocol and divorce sentence issued by the civil or religious Court legalized by the Ministry of Religious Affairs, with the apostille of the Israeli Ministry of Foreign Affairs and translation by a notary known to the Embassy.
3) Statement of the Directorate of the Rabbinical Courts (Jewish persuasion) or Sharia Court (Islamic persuasion) certifying that the divorce is final and that no appeal can be filed against it, with the apostille of the Israeli Ministry of Foreign Affairs and translation by a notary known to the Embassy.
4) A valid Italian passport and a copy thereof.

Change or modification of name or surname (Download PDF)

Italian citizens who change or modify their given name or last name in accordance with the Israeli procedure appear in Italian registries with the original name or surname. The changes and modifications of name or surname are regulated by Presidential Decree 396, 3.11.2000. Changes made abroad to the first or last name of an Italian citizen are recognized in Italy only if they have a judicial nature, and if the requirements of Law 218/1995 are fulfilled. In Israel, these changes are normally made through an administrative procedure.

Procedure. To ensure that changes or modifications of name or surname are recognized in the Italian legal system it is necessary to:

- Forward (directly or through the Embassy of Italy) a request to the competent Prefect in Italy. To forward the request through the Embassy please arrange an
appointment with the Consular Chancery. The request must enclose these documentation:

a) Affidavit "Dichiarazione sostitutiva di atto notorio" confirming that there are no charges pending in Italy, and compliance of the procedure with local laws.
b) For changes or modifications of the family name:
consent of any affected family member (ie parents, spouse, adult children), accompanied by a photocopy of their identity document.
c) Copy of a valid Italian passport or identity document.

- The applicant will receive through the Embassy the Prefect's consent to post the decree informing on the name change or modification on the consular board (if the request has been sent directly by the applicant, the Embassy will request a copy). The decree is posted for 30 days, after which the Embassy formally confirms the posting to the Prefect. The applicant will ten receive through the Embassy a new decree by the Prefect's stating the name change or modification. The decree is posted for 30 days on the Embassy's consular board, after which the Embassy register the change or modification in the civil registry.

Citizenship (Download PDF)

For general information about regulations relating to citizenship consult the appropriate section of the website of the Ministry of Foreign Affairs.
Please note: all documents submitted to the Embassy of Italy in relation to citizenship, except those issued by Italian authorities, must be translated into Italian by one of the
translators known to the Embassy. Both originals and translations must be legalized by the Italian consular office in the country that issued the act. Israeli documents must bear the apostille of the Ministry of Foreign Affairs of Israel.

A. Recognition of Italian citizenship by descent

Please note. Italian citizenship cannot be recognized if an ascendant of the applicant was naturalized as foreigner before the birth of his immediate descendant, or if an ascendant has renounced the Italian citizenship before the birth of his immediate descendant. Moreover, please be advised that Italian citizenship can only be transmitted by mothers only to individuals born after 1/1/1948.

Procedure. The procedure for recognition of Italian citizenship by descent can be very complex and requires institutional checks, which might require several months. To apply for recognition of Italian citizenship by descent it is necessary to:

- Arrange an
appointment with the Consular Chancery of the Embassy of Italy in Tel Aviv.
- Submit one or more of the following proof of descent at the appointment:

1. Abstract ("estratto per riassunto") of the annotated birth certificate of the  last Italian ascendant issued by the Italian municipality where the ascendant was born (if they were born in Italy) or where the birth was registered (if they were born abroad).
2. If Italian ascendant:

- migrated to Israel after 15/5/1948: Israeli citizenship certificate, or certificate issued by the Israeli Ministry of Interior stating that the ancestor did not acquire the Israeli citizenship;
- migrated to Palestine during the British Mandate and before 15/5/1948: certificate issued by the Israeli Ministry of Interior stating the acquisition or non-acquisition of the "Palestinian citizenship";
- migrated to a country other than Israel or the Palestinian Territories: certificate issued by the authorities of the emigration Country stating the acquisition or non-acquisition of that Country's citizenship.

3. Marriage certificate of the Italian ascendant.
4. Birth records of the descendants of the Italian ascendant in a direct line, including the applicant's.
5. Marriage records of the descendants of the Italian ascendant in direct line, up to that of the applicant's parents.

B. Acquisition of Italian citizenship by marriage

Please note:

- The Consular Chancery must be in possession of proof of registration of the marriage at the relevant Municipality in Italy. Should this information not be available in the Consular Chancery, the citizenship procedure will be dependent on obtaining it from the competent bodies.
- Foreign spouses of Italian citizens can apply for Italian citizenship by marriage after three years from the date of marriage. This limit is reduced to one year and a half in the presence of children born or adopted by the spouses.
- Italian spouses must be present at the submission of the application.
- Applicants who have changed or modified their name or surname must enclose the related certificate produced by the Ministry of the Interior bearing the
apostille of the Israeli Ministry of Foreign Affairs and translation by a translator known to the Embassy. This requirement also applies to women who have kept their maiden name after marriage.

Procedure. This procedure can be very complex and require institutional checks, extending in some cases even for some years. To apply for recognition of Italian citizenship by marriage, it is necessary to:

- Arrange an
appointment with the Consular Chancery of the Embassy of Italy in Tel Aviv.
- Pay the fee of Euro 200 required by Law n. 94 of 15/7/2009 via bank to bank transfer to "Ministero dell'Interno D.L.C.I. Cittadinanza" (IT54D0760103200000000809020 IBAN, BIC / SWIFT: BPPIITRRXXX) indicating as reason of payment "richiesta acquisto cittadinanza italiana del/la signor/a [NAME] ex art. 5 Legge 91/92".
- Submit the following documents at the appointment:

1. Birth certificate of the applicant complete with all pertinent data and indicating the applicant's mother's maiden name. For applicants born in Israel, the certificate must bear the
apostille of the Israeli Ministry of Foreign Affairs and it must be accompanied by a translation by a translator known to the Embassy. For applicants born in third Countries the certificate must bear apostille of the third Country or legalization of the competent Italian consular office, and it must be accompanied by a translation by a translator known to the competent Italian consular office.
2. Residence certificate and family status ("Tamzit rishum malé/morhav"). Note that this document is valid up to six months from the issuing date.
4. Applicant's bilingual criminal record. Note that this document is valid up to six months from the issuing date. In addition, individuals who have resided in third countries must also submit criminal records of those countries (legalized with
apostille of the Israeli Ministry of Foreign Affairs or by the Italian consular office in that country) and translated into Italian (the translation must be legalized by the Italian consular office in that country).
4. Valid passport of the applicant.
5. Receipt of the above mentioned payment  of the Euro 200 fee.
6. Cash in ILS for the consular fees.



C. Acquisition of Italian citizenship lost by marriage

Female Italian citizens who married foreigners before 1/1/1948 involuntarily acquired the husband's citizenship and lost the Italian one. They can re-acquire the Italian citizenship "ex nunc" (i.e., from the time of the declaration). Female Italian citizens who married foreigners after 1/1/1948 voluntarily acquired the husband's citizenship and lost the Italian one.

Procedure. To re-acquire the Italian citizenship lost by marriage, it is necessary to:

- Arrange an
appointment with the Consular Chancery of the Embassy of Italy in Tel Aviv.
- Submit the following documents at the appointment:

1. Declaration of the will to regain the Italian citizenship lost by marriage.
2. Birth certificate. Certificates issued by non-Italian authorities require the
apostille or legalization and translation authenticated by the competent Italian consular office.
3. Marriage certificate. Certificates issued by non-Italian authorities require the apostille or legalization and translation authenticated by the competent Italian consular office
4. Foreign passport


D. Re-acquisition of Italian citizenship lost by acquiring a foreign citizenship

Italian citizens born in Italy who have acquired a foreign citizenship before 16 August 1992 lost the Italian citizenship. They can re-acquire the Italian citizenship without losing the foreign one if they reside in Italy. The re-acquisition is automatic after one year from the establishment of residence in the Italian territory, it can be achieved through a statement at the Municipality of residence in Italy or by a declaration to the Italian consular office abroad followed, within a year, by the establishment of residence in Italy.

Procedure. To reacquire Italian citizenship through a declaration to the Consular Chancery of the Embassy of Italy in Tel Aviv, it is necessary to:

- Arrange an
appointment with the Consular Chancery of the Embassy of Italy in Tel Aviv.
- Submit the following documents at the appointment:

1. Declaration of the will to re-acquire the lost Italian citizenship.
2. Foreign naturalization certificate translated into Italian with
apostille.
3. Abstract ("estratto per riassunto") of the birth certificate issued by the Italian municipality where the birth was recorded.
4. Italian passport
5. Foreign passport

- Establish within one year after submission of the aforementioned declaration the residence in Italy (see procedures for obtaining an entry visa).
- Once in Italy, request the police authority (
Questura) to issue a special permit for the re-acquisition of the Italian citizenship.
- Request the registration at the chosen Municipality.

Entry visa to Italy (Download PDF)

For general information, requirements and costs please visit the appropriate section of the website of the Ministry of Foreign Affairs.

Israeli citizens do not require visa for short tourism, business or study trips in Italy lasting up to ninety days. For citizens of other non-EU countries and other types of visas (study, work, etc..) please visit the dedicated section of the website of the Italian Ministry of Foreign Affairs to verify the need of the entry visa and the documents to be submitted to the Embassy of Italy.

Rights and obligations. All foreigners who travel to Italy are subject to specific
rights and obligations.

Procedure. To request an entry visa, it is necessary to:

- Arrange an
appointment with the Consular Chancery of the Embassy of Italy in Tel Aviv.
- Submit the following documents at the appointment:

1. Duly filled-in
visa application form.
2. Original and copy of the applicant's passport.  The passport's validity must exceed by at least 3 months the requested visa's duration.

3. A recent passport-size photograph (rules for photographs).
4. All the additional documentation listed by the Italian Ministry of Foreign Affairs for the specific requested type of visa, and in particular:

a) Documentation proving the applicant's occupation (e.g. for employees the certificate of employment; for self-employed individual the registration of their  company; for pensioners documents proving their retirement; for students university enrollment).
b) Documentation proving the aims of the trip (tourism, business, etc.).
c) Financial documentation certifying
available funds to cover the costs of stay in Italy (e.g. bank statement, travelers checks).
d) Reservation of a return trip ticket.
e) Documentation proving accommodation in Italy (e.g. hotel booking). If the applicant is planning to be hosted by a resident in Italy, they must provide the appropriate invitation form (
generic invitation / invitation for business) and copy of an identity document of the host (residence permit in case of foreign national).
f) Health insurance with minimum coverage of 30,000 Euro covering emergency hospital treatment and repatriation costs.

4. Cash in ILS for the payment of consular fees.

Please note:

- All documents must be provided in original plus one copy.
- Copies will not be returned.

- The Embassy may request additional documentation.
- During the appointment the applicants will be briefly interviewed.
- Written consent of both parents and a copy of their passports are necessary for visa applications concerning minors.

University students. Israeli students wishing to attend University in Italy need an entry visa and must follow a special procedure described in the
Studiare in Italia section.

Renewal of driving license (Download PDF)

Procedure. To renew a driving license it is necessary to:

Perform a medical examination (fee applied) with the medical doctor known to the Embassy (Dr Maurizio Monselise, 18 Hagilboa Street Tel Aviv, tel. 03685 8649, mob. 052 830 5838) requesting the specific
medical certificate.
- Arrange an
appointment with the Consular Chancery of the Embassy of Italy in Tel Aviv.
- Submit the following documents at the appointment:

1. Original driving license
2. Aforementioned medical certificate
3. Two passport-size photos (
rules for photographs)
4. Cash in ILS for consular fees.

Fiscal Code (Download PDF)

Procedure. To obtain the fiscal code (no fees applied) it is necessray to:

- Feel in the request
form.
- Arrange an appointment with the Consular Chancery of the Embassy of Italy in Tel Aviv.
- Submit the following documents at the appointment:

1. The aforementioned form.
2. A valid identiy document in both original and copy.

Collection. Once the internal procedure is completed, the fiscal code will be sent by the Embassy to the applicant (normally after a few weeks).

Entering Italy with pets (Download PDF)

Detailed and updated information on how to travel to the European Union with domestic pets (dogs, cats and ferrets) may be found on the website of the European Commission. Please note different conditions apply depending on the country of provenance of the pet and on the specific European country of destination.

To bring up to five pets from Israel to Italy:

1. The animal shall be
identified by an electronic identification system (transponder) or by a clearly readable tattoo applied before 3 July 2011, of which the alphanumeric code corresponds to the one documented in the health certificate.
2. A
health certificate proving rabies vaccination and blood testing carried out by an approved lab no more than three months before movement is required. The certificate must be accompanied by supporting documentation, or a certified copy of it, including vaccination details and the result of the serological test. This documentation must bear the identification details of the animal concerned. The certificate is valid for movements within the EU for a period of four months from the date of issue or until the date of expiry of the vaccination, whichever is earlier. Please note the test needs not to be renewed on a pet animal which has been revaccinated at regular intervals prescribed by the vaccine producing laboratory. Also, the three-month period shall not apply to the re-entry of a pet animal whose passport certifies that the test was carried out, with a positive result, before the animal left the territory of the European Union.
